The 901 Report is an independent civic accountability publication covering the City of Memphis budget process, including the FY2027 Proposed Operating and Capital Improvement Program Budget submitted by Mayor Paul Young's administration to the Memphis City Council. We are not affiliated with, endorsed by, or sponsored by any political party, candidate, elected official, government agency, or campaign committee. References on this site to "the Young administration" or "the administration" refer specifically to the executive branch under Mayor Paul Young, and are distinct from the Memphis City Council, which is the separate legislative branch.

2. Opinion, Commentary & Fair Comment

Substantial portions of this site, including headlines, callouts, chart framing, blog posts, and "Questions Council Should Ask" sections, constitute commentary, criticism, and opinion on matters of public concern protected by the First Amendment to the United States Constitution and the Tennessee Constitution.

Statements about elected officials and public administrators are directed at their official conduct and the public record. Where we characterize budget choices using words such as "diverted," "shortchanged," "gap," or "questions raised," those words reflect the editorial opinion of The 901 Report based on the underlying public documents, and are not statements that any individual has committed a crime or any other unlawful act.
