MEMPHIS, September 1, 2026 - The Memphis City Council accepted a donation of $3,936.47 from the 100 Club of Memphis to the Memphis Police Department with same night minutes and without a question.

The Comptroller read the caption as a resolution to accept the donation as awarded to the city's police department to support the TACT unit, applying to all Council districts and sponsored by the Administration. It was the only item on the fiscal consent agenda.

Vice Chair Chase Carlisle moved it. Councilman Philip Spinosa seconded. Nine members were recorded voting yes, with Councilwoman Pearl Eva Walker added afterward. No member entered the queue.

What the record establishes and what it does not

The record establishes four things: that a private organization gave the police department $3,936.47, that the money is designated for the TACT unit, that the city must formally accept a donation before it can be spent, and that the Council did so without discussion.

It does not establish what the money buys. It does not establish what the TACT unit is or how many officers it has. It does not establish whether the donation is restricted to a particular purchase, whether the donor placed conditions on it, or whether the department requested it.

The precise figure suggests reimbursement of a specific purchase rather than a round gift, but nothing in the record says so.

Why accepting a gift is a Council action

A city cannot simply take money. Accepting a donation into a municipal budget requires an appropriation, because the funds have to be recognized as revenue and authorized for spending. That is why a $3,936.47 gift produces a resolution, a caption, a motion, a second and a recorded vote, the same procedure as a multimillion dollar capital appropriation.

That procedure is also what creates the public record. Without it, private support of a police unit would not appear anywhere the public could see it.

What happens next

The resolution passed with same night minutes and took effect that night. No reporting on the use of the funds was required on the record.
