MEMPHIS, September 1, 2026 - The Memphis City Council's Executive Session approved a resolution appropriating $300,000 in FY2027 Capital Improvement Program funding for the Memphis Animal Shelter with a request for same night minutes.

The published committee agenda describes the money as providing much needed renovations, modifications and repairs to the shelter. It is District 1 and Super District 9, sponsored by the Administration.

Chairwoman Jana Swearengen-Washington called the item, asked for same night minutes and a motion. Councilman Philip Spinosa moved it and Councilman Dr. Jeff Warren seconded. A representative of the administration came to the microphone, stated his name, and described the work.

He said the money is to expand the dog kennels, upgrade the puppy runs and the puppy play area, and to do renovations within the shelter to improve the overall appearance for what he called the pet experience.

The Chairwoman thanked him for making it a priority, called the voice vote, and the item passed. No member entered the queue and no question was asked.

The second item

The Executive Session's other item was a resolution accepting proof of publication of referendum ordinance numbers 5966, 5977 and 5978. It was moved by Councilman Dr. Jeff Warren and seconded by Councilman J. Ford Canale, passed on a voice vote, and did not require same night minutes. Nothing was said about what the three referendum ordinances do or when the referendum occurs.

What happens next

The resolution went to the floor as add-on item 24 with same night minutes and took effect that night. The referendum proof of publication resolution passed without same night minutes. No return dates were set.
