MEMPHIS, August 18, 2026 - The Memphis City Council approved $3,100,000 for Jesse Turner Park improvements with same night minutes and without a single question in either the committee or the full Council.

The Parks and Environment Committee took the item first. The Memphis Parks director read the caption, asked for a motion, and the chairman moved to a vote. The transcript records the entire exchange as the caption, a motion, a second, "seeing no questions," and passage. On the floor that evening the item passed as add-on number 26 with ten members recorded voting yes.

What the packet says the money buys

The resolution and its summary sheet describe a partnership the Administration desires to enter with LeMoyne-Owen College and its Athletics Department, to transform what the document calls the current neighborhood park into a collegiate sports facility to be used by the public and by LeMoyne-Owen College athletics.

The listed potential improvements are additional indoor tennis courts, expansion of the pro shop to include locker rooms, a turf multi-purpose sports field, a concession and restroom facility, and upgrades to the existing softball field. The item is District 4, Super District 8. The funding source is general obligation bonds, contract construction, chargeable to the FY2027 capital budget. The summary sheet states a construction contract will be required.

None of that description was read aloud at either the committee or the Council meeting. The public record of the discussion consists of the dollar amount, the project name and the district.

Two things in the document do not line up

The resolution's first recital reads: "WHEREAS, the Council of the City of Memphis did include Glenview Park Aquatic Facility, CIP Project Number PK-TBD as part of the Fiscal Year 2027 Capital Improvement Program." Every other reference in the same document, including the project title block, the summary sheet, the committee agenda and the floor caption, names Jesse Turner Park Improvements. Glenview Park Aquatic Facility is a separate project name.

Second, the project number is still PK-TBD. The Council appropriated $3.1 million to a capital project that has not been assigned a number in the filed document.

The record does not explain either. A drafting error in a recital does not by itself change what the operative resolution appropriates, and the resolved clause is unambiguous: $3,100,000 for Jesse Turner Park Improvements. But the recital is the paragraph that establishes the project was included in the adopted capital plan, and it names a different facility.

The earlier promise

At the August 4, 2026 Parks and Environment Committee, city officials discussed Bellevue Tennis Center's closure and said the next phase of funding had not come to the Council. This is that funding. What the August 18 packet adds is the LeMoyne-Owen partnership, the specific list of improvements, and the fact that it was approved with same night minutes on an add-on.

What happens next

The resolution as adopted allocates and appropriates the $3,100,000 in contract construction for FY2027. Same night minutes were approved, so it took effect that night. The summary sheet states a construction contract will be required, which would return to the Council as a separate item. No date was set.
