MEMPHIS, August 18, 2026 - The Memphis City Council''s Parks and Environment Committee approved nine resolutions totaling $7,500,000 in a session the chairman opened by telling colleagues it was not as daunting as it appeared because most of the items simply allocate money already assigned in the capital plan.

The transcript of the committee bears that out. For eight of the nine items the record consists of a caption, a motion, a second, a call for discussion, and a vote. At the end the chairman asked that all nine be sent to the floor with same night minutes, and they were, without objection. Every one passed the full Council that evening.

What the nine items are

  • Wolf River Greenway Phase 5C, $500,000, project PK07127, District 7, Super District 8
  • Overton Park Metal Museum, $500,000, project PK-TBD, District 5, Super District 9
  • Pine Hill Golf Course Netting, $150,000, project PK-TBD, District 6, Super District 8
  • Levitt Shell Improvements, $750,000, project GS01050, District 5, Super District 9

Four of the nine carry PK-TBD in place of a project number in the filed resolutions.

Where the documents disagree with themselves

The Pine Hill Golf Course Netting resolution recites an allocation "in Fiscal Year 2027, CIP Project Number PK24107, Pine Hill Golf Course Netting" in one paragraph and identifies the project as PK-TBD in the caption, the request paragraph and the project title block. Both numbers appear in the same one-page document.

The Overton Park Metal Museum resolution identifies the project as PK-TBD. The Capital Project Report page attached behind it, dated for the period ending July 31, 2026, is headed PK08041, Metal Museum, and shows current allocations of $500,000 in general obligation bonds against total appropriations of $0.00.

The Parks Critical Needs Funds item is captioned on the committee agenda and read on the floor as Project Number PK120215. The resolution and summary sheet behind it both say PK12015.

What the paperwork does say

The packet supplies detail that was never stated aloud. Kennedy Park''s $500,000 is for improvements to two soccer fields, including sports lighting, bleachers and ADA accessible walks between the parking and the bleachers. Pine Hill''s $150,000 is for twenty-foot posts and roughly 1,000 feet of netting along the southwest property line to protect residential properties along Benton Street from errant golf balls. Wolf River Greenway Phase 5C runs 1,300 feet between McLean Boulevard and Evergreen Street parallel to Chelsea Avenue. The Riverfront and Levitt Shell items both transfer money to non-profit operators and both require a new contract before the money moves. Parks Critical Needs is described as emergency maintenance repairs "as needed at locations to be determined," and its same night minutes request states the reason as invoices currently due for payment.

The Overton Park Metal Museum questionnaire in the packet lists the project as in the construction stage with an estimated completion date of December 2027.

What happens next

All nine appropriations took effect that night under same night minutes. Two of them, the Riverfront Park transfer to the Memphis Parks Riverpark Partnership and the Levitt Shell transfer, require contracts before funds move, and those contracts have not come to the Council. No return dates were set.
