MEMPHIS, September 1, 2026 - The Memphis City Council's Parks and Environment Committee approved $8,089,000 across four resolutions in about four minutes, with same night minutes on all four and one question asked.

The committee chairman opened by telling colleagues these were all items the Council had approved previously and this was the request to actually fund them. He said he would take them in reverse order.

The number that moved

Item one, taken last, is a resolution appropriating $4,000,000 for the FY2027 Audubon Golf Clubhouse, project number PK24107, District 5 and Super District 9. The Memphis Parks director said the money is part of a 50-50 public private partnership between the city and the Tennessee Golf Foundation for construction of the clubhouse plus driving range improvements across the way, and that construction should start within days of September 1, 2026.

PK24107 is the same project number that appeared in the Pine Hill Golf Course Netting resolution filed for the August 18, 2026 meeting. That document cited an allocation "in Fiscal Year 2027, CIP Project Number PK24107, Pine Hill Golf Course Netting" in one recital while identifying the project as PK-TBD in its caption, its request paragraph and its project title block. Pine Hill is a $150,000 netting project in District 6 and Super District 8. Audubon is a $4,000,000 clubhouse in District 5 and Super District 9.

Two different golf projects, two different districts, two different dollar amounts, one project number. Nothing in either meeting record explains it, and no member raised it at either meeting.

The other three

Item four, taken first, appropriates $3,389,000 for Gooch Park Improvements, project number PK-TBD, District 7 and Super District 8. The Parks director said it is a federal match grant. No other detail was given and no member asked a question.

Item three appropriates $200,000 for the Glenview Park Aquatic Facility, project number PK-TBD, District 4 and Super District 8. The Parks director said the money allows the division to begin demolition of a building recently acquired at the corner of Barksdale and Lamar as part of the aquatic facility, plus a topographic study during fiscal year 2027.

Item two appropriates $500,000 for Memphis Parks Security Camera, project number PK-TBD, fixtures, furniture and equipment, all Council districts. The Parks director said Parks will work alongside Information Technology to install security cameras at park locations throughout the city, to enhance security. No count, no location list, no unit cost and no retention or access policy was stated, and no member asked.

The only question came from Councilman J. Ford Canale, who said he had been going to ask for same night minutes and was in full agreement that all four had them, and thanked the parks team.

The running count

Combined with the August 18, 2026 meeting, the Council has now appropriated $15,589,000 across thirteen parks resolutions in two meetings. Seven of the thirteen carry PK-TBD in place of a project number. One of the remaining six carries a number that is now assigned to a different project.

What happens next

All four passed to the floor with same night minutes as add-on items 17 through 20 and took effect on September 1, 2026. The Parks director said Audubon construction should start within days of September 1, 2026. No return dates were set for any of the four.
